The Danfield municipal finance committee doesn't want to renew the Volunteer Fire Department's appropriation because of all the mistakes it has made. Lucy arranges to have the Volunteer Fire Department professionally trained so they can have their contract renewed.
Lucy realizes that something dramatic might further change the committee's mind and she plans to show Mr. Mooney personally. She schemes to save the bank from a fire to prove their worth. Lucy sets off a smoke bomb in the bank with the ladies standing by outside, ready to come to the rescue.
